His name is Declan Galbraith. He was about nine at the time of this recording. He's now 16, I think.
I believe this song was actually sung to break a Guinness record - he sang live with about 10,000 kids and was linked by satellite to about 80,000 more in the UK.

I LOVE this song and this kids voice. I got the link about a month ago and can't get enough of it.
